ON FRIDAY, 19TH ON SEPTEMBER THE REGULAR PLENARY WEEK OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION HAS FINISHED
The Chairman of the Verkhovna Rada of Ukraine Arseniy Yatseniuk has opened the morning meting and asked the Chairmen of the Deputies Faction for the discussion of the agenda, ordered the Vice-Chairman of The Verkhovna Rada of Ukraine Mykola Tomenko to deliver the Deputies requests. After that the break in the meeting was announced.
After the break the Chairman of the Verkhovna Rada of Ukraine A. Yatseniuk touched the issue of the signing by The Verkhovna Rada of Ukraine the adopted by the Parliament laws upon, that the President has returned to The Verkhovna Rada with his proposals.
He declared that he is ready to sign today three laws "On the Temporary Inquiry Offices" and "On Disciplinary Regulations of the State Service on Special communication and the data protection", "On the organization and the control of Verkhovna Rada of Ukraine activity" and but he stressed that "the signing of the following legitimate acts by me will be not due to the constitution. Well, dear colleagues please, adopt the corresponding decision. If the President´s veto is overcome I will do my constitutional duty according to the item 94 of the Constitution of Ukraine"
The bill on the state service was reported by the People´s Deputy, Viktor Yanukovych.
He declared, that it is recommended to establish the new order of the acceptation for the state service through the public-legislative treaty conclusion between the state and the person that is accepted. The labor treaty will be conducted with those applicants who will pass the corresponding competition.
It is also presupposed by the bill to conduct the new post the Chairman of the Personnel who is to be responsible for the control and functioning of the state service.
During the discussion the People´s Deputies have adopted the legitimate initiative. They stressed upon the fact that the bill corresponds to all the European standards in the sphere of state service and its adoption will let overcome "cluster way" of the personnel election that depends upon particular political power.

The Verkhovna Rada of Ukraine has adopted several resolutions on the pre-termed elections of the separate village, city mayors.
The following question to scrutinize the one on the Rules of Parliamentary Procedure. The first Vice-Chairman of The Verkhovna Rada of Ukraine Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine Sergyi Sas has reported upon the issue. He declared that due to The Constitutional Court of Ukraine from the 17th of September 2008 the Temporary Rules of Parliamentary Procedure adopted on the 8th of April 2008 are said to be not constitutional.
S. Sas also informed that with the aim of the implementation by the Verkhovna Rada of Ukraine of its constitutional authority the bill on the Rules of Parliamentary Procedure are prepared by the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine
The reporter stressed that the text of the new Rules of Parliamentary Procedures are almost the same as in the Temporary ones. The two new items are inserted ti the Rules regarding the fact that the Chairman can announce the break in the meeting of The Verkhovna Rada before 30min, but not more than once during the meeting.
Moreover, the Rules of Parliamentary Procedure come on stream from the moment of its adoption.
The new of Parliamentary Procedure were adopted by the Verkhovna Rada of Ukraine by 349 votes.
The People´s Deputies have scrutinized and have adopted as a basis the law on introduction of the amendments to the Law of Ukraine "On the State Budget of Ukraine for the Year 2008 and on introduction of some amendments to some legitimate acts of Ukraine" . The author, the People´s Deputy O. Peklushchenko stated that according to the bill it is suggested to increase the expenditures of the budget for the paying of awards for the prizemen of the XXI Summer Paraolympic Games and for their coaches on 38 mln. gr.
Coming back to the not supported previously issues, parliamentarians have scrutinized two bills on the state national referendum in Ukraine.
Two bills suggested by the People´s Deputy O. Lavrynovych were adopted.
Te Verkhovna Rada of Ukraine has ratify: the treaties Between The Cabinet of Ministers of Ukraine and the Government Slovak Republic on the mutual data with the limited access protection; the treaty between the Government of Ukraine and the Government of Equatorial Guinea Republic on trades-economic cooperation; Trades treaty between the Government of Ukraine and the Government of People´s Democratic Republic of Algeria; the treaty between the Government of Ukraine and the Government of the Equatorial Guinea Republic on the mutual assistance and protection of the investments.
In the end of the meeting the People´s Deputies reported on the applications and propositions.
